This is open to all Austin TASO Football Officials who are in good standing with the chapter who may be interested in officiating in this new 8 man Youth Spring Football League which will run from March 8, 2008 through June 7, 2008, and will pay $30.00 cash per game to each officials(2).
Tthis League is being sponsored by the Steven Braggs Foundation. Steven is an Ex-Texas Longhorn who has played for the Cleveland Browns and later retired from the Miami Dolphins.
Below are the rules for this league and all the games will be scheduled at most of the 2007 Pop Warner sites: LCP, Pflugerville, Round Rock, Liberty Hill, Lockhart, North Austin, West Austin, East Austin, Hays, South Austin, Southwest Austin, Manor, Lake Travis, Georgetown and Dripping Springs.

A: All teams will adhere to the following divisional team age requirements:
Kindegarten Div. First Grade Div. Second Grade Div. Third Grade Div. Fourth Grade Div.
Fifth Grade Div Sixth Grade Div. Seventh Grade Div. Eighth Grade Div. 9th-10th & 11th -12th
Special note: Due to rapid league growth, weighted divisional teams may be assigned.
B: Every team will have team roster books; that include participant photo, Names & Birth Date and copy of
report card.
C: Area League Coordinators & Assistant League Coordinators Present at all game day operations.
ARTICLE 2: 8 Man Playing Field
A: The game field measures 80 yards in length, including two 10 yard end
zones, and 40 yards wide.
B: Scoring:
Touchdowns = 6 points (all divisions)
Field Goals = 3 points (4th grade & up)
PAT –Run in from 3 yard line = 1 point (all divisions)
Kicked successfully from 3 yard line = 2 points (4th grade & up)
Completed pass from 3 yard line = 2 points (all divisions)
Safety = 2 points and free kick (all divisions)
C: A down marker will be used to indicate the number of the down.
D: A Zone Marker will be used to indicate the distance to go for a first down.
E: There is a 1 Yard NEUTRAL ZONE, from the spot of the ball.
F: Field must be roped off, to keep fans back off the field.

ARTICLE 3: 8 Man Game Rules
The game is played between two teams consisting of eight (8) players each on the field of play. Roster size is
16 to max 22 players.

Rule 1: At minimum 4 offensive players on the line of scrimmage at the snap, to ensure a legal offensive
formation and remaining 4 as offensive skill positions (ie. QB, RB, WR, WR)
Rule 2: Only the players on the right and left ends of the line of scrimmage are eligible pass receivers.
Rule 3: All backs are eligible pass receivers if they are legally behind the line of scrimmage at the snap. The
passer cannot catch his own pass, unless it is tipped or hit by another player.
Rule 5: Direct handoff running is allowed.
Rule 6: Field adjusted live kick offs. Out of bounds kicks are marked at the15 yard line. Kick offs kicked thru
the end-zone are marked at the 10 yard line. A ball carrier tackled in the end-zone after a kickoff is a safety
(2pts) with free kick(punt) required from 15 yard line. If a kick returner downs the ball in the end zone the
ball will be marked on the 5 yard line.
Rule 6: Punting is allowed. 4th grade & below divisions can’t rush punter. 5th grade divisions and up rush
punt. The same rule applies for extra point kicks and field goals.
Rule 7: A team will have 30 seconds to put the ball in play after the ready signal is given.
Rule 8: A: PLAYERS: The free substitution rule is always in effect and a player may enter the game
any time the ball is dead.
B: TEAM COACHES: One coach for each team will be permitted on the field.
C: Coaches must be 10-15 yards back from the closest player at the snap of the ball.
D: TIME: 4 quarters, consisting 8 minutes each.
E: TIME OUTS: 3 Time outs per half.
F. Last 1:00 in half or 4th quarter out of bounds & incomplete passes stop the clock.
Rule 9: Blitzing* Rules: Blitzing is allowed by 1 Linebacker who must declare prior to snap and 1
cornerback who may only blitz when he is covering a WR and must stay within 5 yards of WR he is covering.
*Blitzing is defined by – a player other than a defensive lineman rushes the QB after the QB has
received the snap and remains between area located behind outside of 2nd offensive lineman on both
sides of the center. If only one offensive lineman is next to center on one or both sides the “box” will be
outside of where a 2nd “imaginary” offensive lineman would be. Once transfer of ball by pass or run by
QB occurs, or when QB leaves protected box area, all defensive players are eligible to blitz (rush).
Blocking:
A: A blocker must be on his feet at all times while blocking. All lineman, assume the three-point stance
or otherwise spring from a coiled or crouching start.
B: Cross body and roll blocking below the waist are not permitted
C: Blocking shall be done with the arms and body in the form of shoulder and brush blocking only.
D: Butting, elbowing, or knee blocking is not permitted.
E: Blocking a player from behind is not permitted.
F: There will be no interlocking blocking.

Center:
A: The center must snap the ball between his legs.
B: He must have both feet on the scrimmage line with no part of his body beyond the forward point of the
ball.
C. Defensive Alignment: Nose Guard must be 1 yard off the LOS and headup with Center
D. Other Defensive Ends should align on outside shoulder shade of end man on Offensive
formation.
E.
Dead Ball:
You cannot advance a fumble.
ARTICLE 4: Post Season Play
Post-season play will follow League format.
All teams make the playoffs, playoffs are set by seeding.
ARTICLE 5: Game Uniforms
A: All teams must wear same color jersey.
B: All jerseys must be numbered, front and back.
C: Jersey’s will be tucked in at all times
D: No metal spikes are allowed
E: Eye glasses, shall be of athletically-approved construction with non-shattering 7 glass (Safety Glass)
F: Mouth Guards are required.
ARTICLE 6: Game Ball
Game balls will be comparable to the standard size used in Pop Warner leagues with size
varying by age group. No color footballs, No rubber or plastic footballs will be allowed.
ARTICLE 7: Referee’s
Two (2) Referee’s per game.
ARTICLE 8: Penalties
Illegal Hand off: A: If the ball is handed forward beyond the line of scrimmage. 5 yards lost of down.
B: Handing or Snapping a ball to a lineman.
Illegal Blocking
A: Leaving feet to block 10 yards
B: Cross Blocking or roll Blocking 10 yards
C: Illegal use of hands by blocker 10 yards
D: Holding a defensive player 10 yards
E: Clipping, Butting, elbowing or knee blocking 10 yards
F: Interlock Blocking 10 yards from spot of foul.

Ball Carrier
A: Lowering head to drive or run into defensive player 10 yards
B: Use of head 10 yards
Unnecessary Roughness:
A: Offensive and Defensive 15 Yards
B: Disqualification of guilty player or players if repeated.
Unsportsmanlike Conduct:
A: Fighting 15 yards, offenders ejected from game.
B: Insulting and abusive language from player or coaches 15 yards
